New head of government relations appointed at New York State Bar Association

The New York State Bar Association (NYSBA) announced that it has appointed Matthew Pennello as its new director of Government Relations on Monday. Pennello, who previously served as director of cabinet affairs in both the Hochul and Cuomo administrations, will now lead the association’s efforts in legislative advocacy and policy development.

“We are delighted to have someone of Matthew Pennello’s experience and stature lead our Government Relations Department,” said NYSBA President Domenick Napoletano. “He is a tremendous addition to our already talented team, and we look forward to continued success advocating for policies important to the legal profession, our courts, and the public.”

Pennello expressed his enthusiasm for the role and explained the importance of NYSBA’s mission in shaping the moral character of the law during challenging times. “I am excited to serve and be a part of that,” he said.

David Miranda, the association’s general counsel, had been serving as acting director of Government Relations for the past two years, during which NYSBA achieved significant legislative successes, including the passage of the Clean Slate Act and the establishment of higher fees for attorneys representing the poor in assigned counsel programs.

The Government Relations Department at NYSBA also includes Hilary Jochmans, a federal policy consultant, Lena Faustel, policy manager, and assistants Moe Whitcomb and Barbara Mahan.
