A Chicago-based artist recently filled several potholes in Manhattan and Brooklyn with NYC-themed mosaics, but the city Department of Transportation doesn’t exactly think this is a good idea, according to PIX11.

Jim Bachor, who has installed more than 70 potholes with mosaic art in various cities since 2013, insists his creations are safe. However, the DOT believes that they are a hazard because drivers may become distracted by the art, PIX11 said.

The artworks in question, which make up a series called “Vermin of New York,” depict a rat, a pigeon, a cockroach, Donald Trump and a bouquet of flowers. To create his mosaics, Bachor spends eight to 10 hours making them in a studio. He then fills the pothole with concrete, installs the art, sets up traffic cones and a tarp, and finally comes back eight hours later to do a final cleaning.
