THE LEDE: Happy Friday, Brooklyn! Sheepshead Bay says goodbye to its notorious “booze cruises,” retail rents drop across Brooklyn, and an offshore wind farm could bring hundreds of jobs to the borough. Plus, New Yorkers might get reserved street parking, Bill Cosby is found guilty on three counts in his sexual assault case, and Kim Jong-un is set to travel to South Korea today. Finally, at least 10 teenagers are killed in a flash flood in Israel, 13 children die in a school bus crash in India, and we share the 30 best brunch spots in the city. ~OFFSHORE WIND FARM COULD BRING FABRICATION HUB, HUNDREDS OF JOBS TO BROOKLYN: The nation’s leading wind-power developer plans to establish a major assembly hub in Brooklyn that would support construction of the largest offshore wind farm in the United States, proposed for 30 miles east of Montauk. That facility would generate more than $80 million in economic activity and create hundreds of jobs, said the company, Deepwater Wind, which also plans to create a workforce training program. On Thursday, scores of construction engineers, lawyers, engineers, pilots and other contractors met Deepwater Wind officials in Downtown Brooklyn to scope out the opportunities for the wind farm, which remains several years from construction. “Help us build this project,” Deepwater Wind Vice President Clinton Plummer told would-be subcontractors about his Montauk plan. “We expect to put several hundred people to work.” (via Brooklyn Eagle)

~NEARLY HALF OF BROOKLYN’S RETAIL CORRIDORS SEE RENT DROPS:Nearly half of the rents in Brooklyn’s major retail corridors dropped during the winter, according to a Real Estate Board of New York report. The average asking rents dipped in seven of 15 shopping strips with the largest decrease on Franklin Street between Meserole Avenue and Commercial Street inGreenpoint. The area saw a 36 percent drop to $57 per square foot from $89 last year. Diana Boutross of Cushman & Wakefield said the numbers were mirrored citywide because of inflated prices. “The rents are adjusting because the rents are too high, the volumes are dropping, and it’s basically a correction in retail rents,” Boutross said. It wasn’t all down though: DUMBO saw the biggest increase this winter with asking rents up 13 percent to $143 per foot from $127. (via Commercial Observer)

~NEW YORKERS WANT RESERVED PARKING SPOTS: The argument for residential parking permits has come and gone from the public sphere, but its back again. The newest proposals to let city residents enjoy the luxury ofreserved street parking come from two Manhattan councilmembers, trailing a 2011 proposal sparked by concerns of heavy Brooklyn traffic surrounding the opening of the Barclays Center. While it’s not yet close to becoming a reality, the plan hopes to relieve parking pressure by reserving up to 80 percent of street spots in residential neighborhoods using resident permits. The mayor and council speaker have not yet commented on the specifics of the proposals, but state legislatures noted the program would require state approval. (via NYT)

~PARKS DEPARTMENT MOVING ‘BOOZE CRUISES’ OUT OF SHEEPSHEAD BAY: The city is being hailed in Sheepshead Bay for a plan to scatter the Emmons Avenue “booze cruise” business — but the plan has enraged lawmakers in the other Brooklyn neighborhoods that will soon host thefloating bacchanal. The Parks Department confirmed that all six boats, which have been picking up and dropping off passengers on Emmons Avenue for years, will be relocated, with three going to Mill Basin next month and three to the Brooklyn Army Terminal once repairs at the piers there are completed in September. The copious liquor served on the so-called “booze cruises” leads to problems when drunk passengers disembark and brawl, argue, urinate and litter, Sheepshead Bay residents and business owners said. The city tried to deal with the problem in September by barring boats from leaving port after 11 p.m., but it was not enough to halt complaints from residents. (via Brooklyn Eagle)

~HIKIND NOT RUNNING FOR RE-ELECTION TO ASSEMBLY AFTER 36 YEARS IN ALBANY: Assemblymember Dov Hikind, a conservative Democrat with a safe seat in a highly Orthodox Central Brooklyn community, is calling it quits. Hikind, 67, announced in a video on Wednesday that he will not seek re-election to his Borough Park and Midwood seat this November — a position he has held since 1982. “I am excited about my future. There is still so much to be done,” Hikind said on the video, which was first reported by The Yeshiva World. “But before I can start the next chapter of my life, I intend to finish my term in the Assembly.” Hikind gave no reason for his decision. (via Brooklyn Eagle)
