~ARE WE GOING TO SEE SUBWAY FARE HIKES SOONER THAN EXPECTED?: In an eye-opening report, New York State Comptroller Thomas DiNapoli, whose job is to monitor state expenditures, concluded that if new funding sources are not found for MTA, the agency may be forced to raise transit fares and bridge tolls well before the next planned increase in 2019. DiNapoli came up with his conclusion after conducting an in-depth analysis of the MTA’s financial plan. “Maintaining, modernizing and expanding the largest mass transit agency in the nation is critically important to the future of the New York metropolitan region,” DiNapoli said. “In the absence of adequate funding, the system could fall into further disrepair and riders could face unplanned fare hikes. The state and city need to find solutions to prevent these possibilities from becoming reality, and the MTA must make the best use of its resources.” (via Brooklyn Daily Eagle)
 
~NYPD RECOVERS CAR/DRIVER THAT DROVE OFF BAY RIDGE PIER:The car that drove off the 69th Street Pier in Bay Ridge on Shore Road has been recovered, and the vehicle was driven by 54-year-old Louis Candell, who had not been seen since Sunday, Nov. 5. The police department’s Harbor Unit and scuba teams recovered the black 2010 Toyota RAV4 with a body inside from the waters on Thursday, Nov. 9, three days after the car drove off the pier. A post on State Sen. Marty Golden’s website said that the investigators ruled Candell’s death as a suicide. According to DCPI, Candell was an apparent suicide since he had been seen purposely driving his vehicle off the pier at an accelerated speed by the eyewitness. (via Brooklyn Daily Eagle)
 
~NEW BQX STREETCAR COULD FLOP: Despite the opening of a prototype of Mayor Bill de Blasio’s $2.5 billion planned streetcar that would connect Brooklyn to Queens, experts say the new mode of transportation could stop dead in its tracks. De Blasio’s strained relationship with Gov. Cuomo could doom the future of the 16-mile track on the edge of the boroughs. “It’s going to die,” a source told the New York Post. “This is not an administration that can pull it over the finish line.” The mayor had said the project can be carried out without state help, but the issue of whether the line would be MTA-compatible could throw a fork in the project as well. If it is approved, construction could begin as soon as 2019 with service starting in 2024. (via NYP)
 
~DIGGING DEEPER INTO THE GOWANUS CANAL’S BLACK MAYO:Mayonnaise might be a bit of a controversial condiment, but sludge at the bottom of the Gowanus Canal called “Black Mayonnaise,” is most certainly bad. The 10-foot-high layer of thick black matter contains dozens of chemicals from nearby industries and sewage. “The combination of the chemicals and sewage gave the sediment the soft texture of mayonnaise, while the combination of liquid tar from the manufactured-gas plants, petroleum products (such as motor and lubricating oils), decomposed organic matter and sewage gave to this sediment its black color,” said Christos Tsiamis, EPA’s Senior Project Manager for the Gowanus Superfund cleanup. Two months of dredging, starting in December, should permanently clean the bottom of the canal with the help of two new underground holding tanks to prevent sewage overflow. Just in case the clean-up measures don’t banish the black mayo forever, EPA will be checking in every five years. (via Brownstoner)

 EAGLE SPORTS: The New York Cosmos overcame many obstacles this season, but Sunday’s NASL Championship game was not one of them.
