The NYPD’s second-highest ranking officer submitted a surprise resignation to Commissioner Bill Bratton on Friday, October 31, citing “professional reasons” for his decision to retire.

Chief of Department Philip Banks publicly announced his resignation on Twitter, thanking his colleagues for their support. Bratton expressed surprise at Banks’ decision and stated that the 28-year veteran is “a person whose competence and advice I can trust.”

Banks was set to be promoted to first deputy commissioner, a position which he reportedly believed did not hold enough power.
