
FLATBUSH — A Flatbush homeowner who lost his $900,000 property over an unpaid $5,000 water bill is at the center of a new legislative push to halt lien foreclosures, according to ABC News.
Filmore Brown said he was unaware of the bill until strangers arrived to change his locks in the middle of the night. The city had sold the debt to a private trust that foreclosed after nonpayment. His attorney, Alice Nicholson, has filed suit, claiming he never received notice.
Councilmember Chris Banks has introduced a bill to prevent water bills from being sold into trusts and to strengthen homeowner notifications.
