Cuomo ‘war chest’ swollen ahead of potential campaign launch

CITYWIDE — FORMER GOV. ANDREW Cuomo is sitting on close to $8 million in his campaign finance account, according to Politico — but, if he declares a run for New York City mayor as he is expected to do, he would struggle to be able to use most of that money directly to finance his own candidacy. City and State reports that transferring state-level contributions to a city campaign, which have different rules for donations, is technically possible but very difficult: for example, among other hurdles, the governor would need a signed agreement from each donor. 

Other available options for the former governor include handing the funds to a super PAC, which he would not be allowed to consult with; as well as potentially making donations to institutions like churches or nonprofits, or to other political candidates. The former governor has reportedly contributed to the campaigns of three NYC Assemblymembers so far.

According to a Wednesday disclosure report from Cuomo, most of the $7.7 million is left over from his gubernatorial tenure, with just $6,215 in contributions in the last six months despite high polling numbers in the crowded Democratic mayoral field. He has also received $1 million in refunds from the state for legal expenses.
