Hundreds testify on contentious zoning overhaul at Tuesday’s City of Yes hearing
CITY HALL — HUNDREDS TESTIFIED at the City Council’s all-day City of Yes – Housing Opportunity public hearing on Tuesday, the only public hearing on a sweeping zoning overhaul introduced by Mayor Eric Adams to stimulate housing production in every district. While developers, housing groups, unions and many public officials — including Brooklyn Borough President Antonio Reynoso — largely supported the proposal, numerous skeptics, especially from the outer boroughs, criticized the plan as a “one size fits all” approach to zoning.
Concerns included the lack of mandatory affordable housing; already-overwhelmed infrastructure such as schools, transportation and sewers; the loss of neighborhood character; an under-resourced Buildings Department; the danger of basement and cellar flooding; the need for parking in the outer boroughs; the weakening of the ULURP process; and the concentration of power in the hands of a potentially corrupt mayor. At a previous hearing for Council members on Monday, Adams’ administration officials attempted to assuage similar concerns, amNY reported.
