Coney Island bar owner to cooperate with feds in NYPD shakedown
CONEY ISLAND — SHAMEL KELLY, A FORMER BAR OWNER IN CONEY ISLAND, IS SUING THE NYPD OVER ALLEGED CORRUPTION AND SHAKEDOWNS involving James Caban, the twin brother of former Police Commissioner Edward Caban. Kelly claims that his business, Juice and Moore Bar, was subjected to frequent police raids, with demands for payment in exchange for the harassment to stop.
Kelly told reporters at amNY and other news agencies that the raids had perplexed him since his bar had not seen any fights or other disturbances when his bar was open, Thursdays through Saturdays. Kelly told reporters during a press conference on Tuesday that “I was visited over, I would say, a six-month span, every week … I knew something was off because our establishment never had issues. We never had any fights, we never had any crimes or anything going on in my space, and it was just excessive police force.”
In addition to suing the NYPD, Kelly announced his cooperation with federal investigators and he aims to uncover the extent of the alleged corruption, which he suspects reaches higher officials in City Hall.
