EDITORS’ NOTE: In speaking with legal counselors this morning, the Eagle has found that both federal and state law requires American citizenship to vote. The city council has no standing to change that. Attempts to give noncitizens a vote or prevent them from voting – as they occupy a large political bloc – shows the tendency of liberals and conservatives to grasp political power through immigrant populations seeking political solvency and navigating a difficult system.
