VENEZUELA — Restrictions: Manuel Dommar, 89, washed his feet as he sat on his bed in a dorm room at La Providencia San Antonio, a home for the elderly, amid the new coronavirus pandemic, in Caracas, on Wednesday. Dommar does not have any living relatives to visit him at the home so he is allowed to go out when the pandemic lockdowns are relaxed every other week.
