THE LEDE: Good morning! Two-ways tolls are on the verge of coming back to the Verrazzano-Narrows Bridge, courtesy of the House of Representatives. A two-way toll system, also called split tolling, for the Bay Ridge-to-Staten Island bridge was included in a massive $1.4 trillion government spending bill approved by the house on Tuesday.
