THE LEDE: Good morning! Halloween decorations depicting what appeared to be black children hanging from nooses were seen this week in the window of a Clinton Hill home. The decorations — which have since been removed — were displayed on the home of ArtShack Brooklyn co-owner Dany Rose, across the street from P.S. 11.
