A proposal to build a Cross Downtown Brooklyn tunnel, an idea studied by the state in 2010, is sparking new interest. It would redirect traffic from the ailing BQE, cut travel time and improve quality of life, according to Cobble Hill resident Roy Sloane, who came up with the design in 2010.
