A 65-year-old man changing a tire on the east-bound Shore Parkway near the corner of East 28th Street was struck and killed by a hit-and-run driver Saturday night, police from the 61st Precinct said.

The victim was identified by police as Iosif Morgenshteyn, 65, of 83 Beverly Road in Staten Island. EMS rushed Morgenshteyn to Coney Island Hospital, where he was pronounced dead on arrival.

Family members quickly arrived on the scene at about 6:24 p.m., where police had blocked Shore Parkway and were distraught when they found out the victim had died.

The hit-and-run vehicle was found several blocks away on Emmons Avenue just off Bragg Street parked near a hydrant, police said. The van, Toyota Sienna, had extensive damage to the right front fender, hood and side mirror, police say. Police were looking at building video near where the vehicle was found parked.

The victim was not immediately identified, though police say he was a local resident.

Police are seeking witnesses to the hit-and-run crash. Anyone with information, call 1-800- 577-TIPS. All calls will be kept confidential.
