THE LEDE: Happy Friday, Brooklyn! Rents continue to decline in North Brooklyn, New York officials protest fracking waste, and a new food market is coming to DUMBO. Plus, a North Carolina man helps an infant smoke weed, a Texas woman is sentenced to five years in jail for illegal voting, and a supertall Boerum Hill skyscraper makes residents angry. Finally, an SUV with eight people inside goes off a cliff in California, Russia will expel 150 diplomats from Western countries, and Americans are obsessed with the Royal Family. Have a great weekend.

~SUPERTALL BOERUM HILL SKYSCRAPER SPARKS NEIGHBORS’ IRE:The neighbors are angry. Alloy Development wants to build a supertall skyscraper in low-rise brownstone Boerum Hill — and get the city to triple existing zoning limits for the project site. Residents of the neighborhood and ofFort Greene, which is across the street from the 80 Flatbush Ave. site, said at a Community Board 2 public hearing on Wednesday night that the proposed development would be out-of-scale and dangerously precedent-setting. “It’s just too much,” said Howard Kolins, president of the Boerum Hill Association. His organization is spearheading opposition to the project’s high-density design. “This particular project is often blind to its surroundings, and therefore the BHA’s main point of opposition is the tripling of the floor area ratio,” Kolins said. Elected officials and their reps gave 80 Flatbush a thumbs-down. “My position right now is this project should be dead on arrival,” city Public Advocate Letitia James said. (via Brooklyn Eagle)

~FRACKING WASTE IN NYC DRINKING WATER? OFFICIALS URGE PERMANENT BAN: An issue being decided by a commission most New Yorkers have never heard of has the potential to affect the health and economy of New York City. The Delaware River Basin Commission is in the process of deciding on new regulations concerning natural gas development, fracking and wastewater disposal in the Delaware River Basin — the source of more than half of New York City’s drinking water. Friday is the last day to submit comments to the commission, and environmental groups and elected officials are urging New Yorkers to make their voices heard before the clock runs out. While DRBC’s draft proposal would ban hydraulic fracking in the basin, the proposal would allow companies to store, treat and discharge fracking wastewater in the Delaware River Watershed and allow clean water to be taken out to enable more fracking. On Wednesday, 40 members of the Assembly, Senate and City Council released a letter to DRBC, urging them to implement a permanent ban. Signatories included Brooklyn AssemblymemberRobert Carroll, state Sen. Brian Kavanagh and Council Speaker Corey Johnson, among others. (via Brooklyn Eagle)

~RENTS CONTINUE TO DECLINE FROM UPCOMING L-TRAIN SHUTDOWN: For those who can deal with some transportation woes in the north of Brooklyn, rents are continuing to decline with the upcoming L-train shutdown. Neighborhoods that hug the L line, including Williamsburg andGreenpoint, saw rent drops for the seventh month in a row, according to real estate website StreetEasy. Rents in the area were 0.6 percent lower than last year with an estimated rent of $3,027 in February. In addition, the area had the largest share of discounted rentals with 25 percent of them discounted in North Brooklyn last month. “Renters should consider the reality of limited transportation to these areas,” StreetEasy’s Grant Long said. “But there are bargains to be had if that’s a trade-off they’re willing to make.” (via Metro New York)

~TIME OUT MARKET COMING TO DUMBO: Time Out Market New York is a culinary collection of restaurants, bars and food-related “cultural experiences,” and it has signed a lease for 21,000 square feet on two levels at DUMBO’sEmpire Stores. The Brooklyn complex perched above Brooklyn Bridge Park and the East River will include 520 indoor and outdoor seats when it opens later this year. The marketplace will hold 20 currently unknown vendors with three bars and a performance stage. The new location is modeled after the original Time Out Market in Lisbon, Portugal, which opened in 2014. (via New York Post)

EAGLE SPORTS: D’Angelo Russell sees a bright future for the Brooklyn Nets, one that might include a playoff berth as soon as next season. “We’re going to be in the playoffs sooner rather than later,” Russell said after scoring 16 points and handing out 12 assists to lead Brooklyn to a 111-104 victoryover the Orlando Magic on Wednesday. “It’s sad that we’re figuring things out right now,” Russell added. “But the last few games, when everyone is making an effort to do what they do best, we’re a good team.” That might be stretching it a bit as the Nets (24-51) are still closer to the NBA cellar than a postseason berth. But the 22-year-old point guard, healthy and thriving in the starting lineup after missing two months earlier this season with a knee injury, appears to be adapting well to the role of on-the-floor leader that general manager Sean Marks and head coach Kenny Atkinson envisioned for him when they dealt for him last summer. (via Brooklyn Eagle)
