Chief Judge DiFiore adds four, including Kamins, to expanded New York State Justice Task Force

Chief Judge Janet DiFiore has expanded the role of the New York State Justice Task Force on Wrongful Convictions to handle issues of bail, speedy trials and other efficiency and accessibility issues and added four additional members, she announced last week.

Hon. Carmen Beauchamp Ciparick, a former senior associate judge of New York Court of Appeals; and Hon. Mark Dwyer, judge of the NY Court of Claims, are the chairs of the task force.

Its new members include Hon. Barry Kamins, former administrative judge of the Kings County Supreme Court, Criminal Term; Paul Schechtman, a partner at Bracewell, Nassau County District Attorney Madeline Singas; and Fulton County Sheriff and former Judge Richard Giardino.

The task force is made up of judges, defense lawyers, prosecutors, police chiefs, academics, legislators and other experts and advocates from across the state.

It was created in 2009 by then-Chief Judge Jonathan Lippman to address wrongful convictions. The task force was designed to examine wrongful convictions and make recommendations for changes to the criminal justice system to prevent such convictions. DiFiore is a past co-chair of the task force. 

The task force has been responsible for statutory changes to procedures used in eyewitness identifications, interrogations and other reforms.
