For the 11th Congressional District special election, a three-way race with Staten Island DA Daniel Donovan, City Councilmember Vincent Gentile and James Lane, voters received a paper ballot with candidates’ names. After filling in a dot to indicate to their choice of candidate, they fed the sheet of paper into a computer that scanned the results.
