ON THIS DAY in 1915, the Brooklyn Daily Eagle published an article titled “No City Borrowing on Huge Personal Tax — Prendergast.” The article focused on the then-controller announcing an increased personal property tax.
“Controller Prendergast today dealt what may be a death blow to the hopes of Mayor Mitchel and the Tax Department to utilize a tremendously increased personal property valuation for taxation purposes,” the Eagle reported.  “On the witness stand before the Mills Legislative Committee on Taxation today, in the Woolworth Building, the controller flatly stated that he would not borrow a cent of money for the city on the strength of an inflated personal tax.”
