Construction on the first modular housing tower, B2, in the Atlantic Yards project won’t be complete until at least late 2015—an additional 18 months after its initial estimated completion date. Roughly 13 percent—five out of 32 stories—have been built thus far.

The announcement came as developer Forest City Ratner tries to assure the city and neighbors in and around Downtown Brooklyn that the project will get done and done quickly.

However, according to the New York Times agreements need to be made by key players as to how they will move forward. Forest City supports continued use of pre-made modular housing units and wants to start simultaneous construction on three additional buildings. Meanwhile, new majority partner Greenland Holding Group reportedly is not convinced that modular units are best.

The city would like the project to move forward, but current discussions with Forest City include a request for more subsidies from the city for affordable housing.
